Steam Generator Certifications Explained: CE, cTUVus, ETL and PSE — and the Markets Each One Unlocks
Sep 19,2026
For importers, certification is not a marketing detail. It determines which countries you can legally place a steam generator in, which channels will accept it, and whether a customs officer or a product safety authority can stop your shipment.
This article explains the four marks that matter most for steam generators and steam room equipment, and what each one actually permits.
The Principle Behind All of Them
Every major market treats mains-powered heating equipment as a regulated product category. The regulator's logic is consistent: the appliance contains a resistive heating element, holds water, operates under pressure or at high temperature, and is connected permanently to a building's electrical supply.
Regulation therefore attaches to the product, not to the brand, and the obligation to demonstrate conformity sits with whoever places the product on that market.
Market by Market
United States and Canada — cTUVus or ETL
Both are marks issued under the North American NRTL system. An NRTL is a nationally recognised testing laboratory, and the marks it issues demonstrate that the product has been tested against the applicable UL or CSA standard.
For a steam generator, that typically means compliance with the standard covering electric heating appliances. The two marks are functionally comparable — what matters is that your chosen mark is accepted by the authorities having jurisdiction in the state or province where the unit is installed, and by your distributor's compliance team.
Practical point: cTUVus and UL are not interchangeable claims. A product certified with one must not be described using the other's name. Buyers who see a supplier blur the two should ask for the certificate.
European Union and the United Kingdom — CE and RoHS
CE marking is the manufacturer's declaration that the product meets the applicable EU directives, backed by the technical documentation and, for most electrical products, testing by a notified body or an accredited laboratory. RoHS sits alongside it, restricting hazardous substances in electrical equipment.
Unlike the North American marks, CE is not issued by a certification body — it is applied by the manufacturer on the basis of conformity assessment. That makes the technical file the thing to ask for. A CE logo alone means nothing without the documentation behind it.
Japan — PSE
Japan's Electrical Appliance and Material Safety Act divides regulated products into two categories, and the distinction matters commercially.
The round PSE mark applies to non-specified electrical appliances, where self-declaration is permitted.
The diamond PSE mark applies to specified electrical appliances — a list of 116 categories that carry higher risk and require third-party conformity inspection by a registered body.
Steam generators and sauna heaters fall into the specified category. The METI list includes the items covering electric steam bath appliances and electric heaters for steam bath and sauna applications.
What this means in practice: an electric steam generator or sauna heater sold into Japan must carry the diamond PSE mark, and must carry it along with the notifying business name, the registered conformity inspection body's name, and the rated voltage and current. A round PSE mark on this category of product is not a valid marking.
We have written separately about what the diamond PSE marking looks like and how it must be displayed.
Other Markets
Korea (KC), the Eurasian Economic Union (EAC), Saudi Arabia and the Gulf (SASO/SABER), Australia and New Zealand (RCM), Brazil (INMETRO) and South Africa (NRCS) each operate their own mandatory schemes. None of these can be inferred from holding a CE or cTUVus certificate — they are separate approvals.
The Documentation to Request
When you evaluate a steam generator supplier, ask for:
The certificate itself, for the specific model you are ordering
The issuing laboratory or notified body
The report or file number, so you can verify it
The standard the product was tested against
Confirmation of who the certificate holder is — the manufacturer, or a third party
That last point is the one buyers most often overlook. If the certificate is held by another party, the manufacturer may not be entitled to mark the product, and you may not be entitled to rely on it.
Why Certification Is a Supplier-Selection Tool
Certification costs money and takes time, and it is market-specific. A supplier holding North American, European and Japanese marks for the same product line has invested in three separate approval processes. That tells you something about how they intend to support you in those markets — and about whether they will still be able to supply you after a regulatory change.
Our steam generator and sauna equipment range carries CE, CE and TUV Mark, cTUVus, Diamond PSE and RoHS, alongside more than fifty product certifications and test reports across the range.
Frequently Asked Questions
Is CE certification enough to sell a steam generator in the United States? No. CE is a European conformity mark and carries no standing in the North American NRTL system. You need cTUVus or ETL.
Can I sell a steam generator into Japan with a round PSE mark? Not if the product falls within the specified electrical appliance categories. Steam generators and electric steam bath heaters do, so the diamond PSE mark is required.
Do certification requirements differ between a private and a commercial installation? The product certification requirement is generally the same. What changes is the installation standard, which is enforced locally by the relevant building or electrical authority.
Ask Us for the Paperwork First
We are happy to send certificate documentation before you place an order — for the specific model you are considering, with issuing bodies and report numbers. Request the certification pack for the model you need, and we will also confirm which markets that model is currently approved for.
